Blue Lakes Resort is found in the “heart” of Duck Mountain Provincial Park. Visitors believe this to be one of the most scenic spots in Manitoba as we are situated between East Blue and West Blue Lake. East Blue Lake is considered one of the clearest lakes and has produced record sized Rainbow and Lake Trout while West Blue Lake provides Walleye and Brown Trout fishing. Blue Lakes Resort offers eight rental cabins, each with an extraordinary view of the lake. There is a large sand beach with a wonderful play structure for the kids, a boat launch and a diver’s dock to use at your own convenience. Also, at East/West Blue Lake there is a 150 site Provincial Park Campground with approximately 100 daily sites and 50 seasonal sites. Make the short drive to Baldy Mountain and enjoy the incredible view from the multi-level observation tower. At 831 meters it is Manitoba’s highest peak.

With both East and West Blue Lakes offering hiking, biking and ATV trails, canoe and kayak routes, diving and snorkeling opportunities, excellent fishing, hunting, water sports, bird watching and the chance to see nature at its best, there is definitely something for everyone.

The Music City Manitoba Corporation will agree to purchase Blue Lakes Resort in Manitoba from you for the sum of $1,850000.00 payable on or before June 162028. We understand the asking price is less, but the extra is for your willingness to work with us, so we have the time to raise that much money, and that this will help The Blue Lakes Resort, in every way, until it is paid in full.

However, we would have to insist on a couple of things that are instrumental in raising that much money, between now, and then.

We would require the ability to set up “a tent village” of between 28 – 112 + tents for accommodations for the bus program, for the summers of 2026 (if possible) & 2027 & 2028.

We would require a location in which to set up a large tent, in case of inclement weather, on the property, for 2026 (if possible) & 2027 & 2028, or an Outdoor Stage. Summer only.

If you could supply food services for our bus passengers that would be great. (we can supply a “simple menu” of what we would want). Of course, we can make arrangements for the costs of that service.

We would require 3 or 4 cottages, to house our entertainers, while they are performing there. We can make arrangements for those, if available. Otherwise, we would need parking stalls, for a few RVs.

Of course, we realize that we would not be able to extend our program to 365 days per year, unless we have adequate accommodations, for our clients. So, a location on the property where we can begin to plan to put in a number of our “Glamping Chalet Pods”. (see below) We plan for 28 units per bus. The more buses we can deliver the better. Eventually we would be wanting to bring 6 -12 – 44 buses per rotation.

If you have a building that can seat up to 224 – 672 people, that would be perfect. We need a Mr. Canada’s Coffee House, but we could use a large tent for 2026, 2027 & 2028, if need be.

1.  As our “Music City Manitoba’s Main Resort Destination” would be a very integral part in being able to raise $1,850,000.00, plus the costs of renovations, entertainment, equipment, furniture, meals for the bus program, our future accommodation program, and everything else needed, before we begin operations, and all that would need to be done in a very short period.

Therefore, we hereby request that we be granted the authority to start to sell our trips to the Blue Lakes Resort, as soon as possible, implement all our programs, begin some of the renovations, to make this happen. We will make our program conform with what you have now. If in fact you were to be interested.

Of course, we would be willing to compensate you for any inconvenience for allowing that to happen, if necessary

We would move ahead with the initial renovations at our leisure, while we are continuing with the operation of this project. We think it should not take very long to have it ready, to serve in that capacity. Then we can seriously get down to raising the funds we need to do this in 2026/2027/2028, and beyond. 

Also, please note, all renovations that we make, (this could be significant) will remain, the property of Blue Lakes Resort, until it is paid in full. These renovations will significantly add to the value of the property.

 

2. We require enough time to sell the 500 Business Sponsorships & and the 500 Individual Sponsorships, as well as the 1 – 12 buses per day, for 365 days, that we need to cover the entirety of the cost to purchase, renovate, and open our operations, the way they should be, so it is imperative that we begin that process immediately. If we don’t, we may miss the deadline opening date of June 152026. As it is, that opening date is looking less likely, because of all the delays we are encountering, but believe we can still get it done to a certain extent, if we move quickly.

3. We need to spend some time (maybe a day) at the property to better understand what we may have to do and to determine where we want things to go. We can arrange that.

4. We would need an assurance from you that you would stay on, to do what you do now, and continue to run, and or supervise, part of our plan for at least 12 – 18 months from when we “open the doors”, – June 15, 2026, or for as long as you like, thereafter. Of course, we will compensate you generously for that service. We would be prepared to offer you $?,000.00/month for this service. That is $?0,000.00 per year just for managing that part, training us, keeping an eye on the property, and assuring that the great service you provide now, will be available on a consistent basis, thereafter.

5. We would require your signature as acceptance of this agreement, so we can move forward with promoting and selling this project.

*** Without it, we can’t and won’t do it.

                                     We have a number of questions that we will have to get answers to. 
                                     Here are but a few.
 
                                      1) Exactly how much property do you have leased from the province? The cost? For how                                               long? and the rough perimeter of the Blue Lakes Resort? Is more property available                                                   and where, in alliance to the resort?
                                      2) Would we be able to establish a large field in which to put in an Outdoor                                                                         Amphitheatre?
                                      3) Would we be able to put in a large “Show Room” or “Coffee House” for yearlong                                                         entertainment?
                                      4) Can the Lake be used for Spring & Winter Fishing Tournaments?
                                      5) Can the Lake be used for Water Skiing? and other water activities?
                                      6)  We understand that Blue Lakes Resort has about 25 RV unit areas, and are putting in                                                another 25? 
                                           Just how much property could we use to put in our “Glamping Pods/Chalets”? 
                                           They are not big. Just 11′.1″ x 23′
                                           Using Tents in the summer, is fine, for the first couple of years, but                                                                                         not the solution for what we would need, to properly market & to bring in the                                                                   numbers of people year – round for many, many years.
                                      7) What about the Roads into the Resort? We presume that these are gravel roads?
                                            Are they maintained in the winter?
                                      8) Is there a power line into the resort, or is it diesel operated? What about phone                                                            & internet service?
                                       9) Is there one septic tank per cabin?
                                     10) Water Supply?
                                     11) Does the Blue Lakes Resort have any connection with local carpenters & contractors? 
                                     12) We anticipate that it will take about 5 years to get everything to the point, that we                                                      would need it to be, to deliver the numbers we would want, to be successful                                                                as we think it can be.
 
 

We can get the lawyers to come up with a legal document, if you like, as long as it doesn’t waste too much time, and everything we both would want, is in it.

 
 

Our game plan for June 14, 2026 to July, August, September 19, 2026, if in fact we decide to go for it. 

Although we have very little time to make 2026 happen, we could deliver 1 – 4 buses every Sunday – Wednesday, Wednesday – Friday, & Friday – Sunday. Of course, we can also do day trips from towns that are within 250 km from the resort. This will be difficult to do without enough adequate accommodations, but with temporary arrangements, it may be possible.

If we were able to make this happen, we would be able to pay off the total amount in 2028. However, the 2026 season might be tough as there is not enough time to properly advertise and promote those trips, and put the necessary pieces in place, in only a few months. But that would help in putting the 2027, & 2028 season in place, between now and then, and to get everything in place we may need.

However, we will put in great incentives (some are shown in the links) to encourage people to actually come on these trips, so it is possible. 2026 could serve as a promotional and an awareness campaign, so everyone will know of the place, and our plans for it in the future.

We can make this place the top destination resort in Canada!

 

There is another way in which we can make everyone happy, 

if the offer above, is not satisfactory.

But that would require some serious discussions.

After reading this letter, we most certainly empathize with these landowners, 

and could help in bringing attention to this matter.


Dear Editor:

Our names are Arch and Dawn; we are the owner/operators of Blue Lakes Resort at East Blue Lake in Duck Mountain Provincial Park.

A flood started at East Blue Lake in 2010 and has been ongoing to date of 2015. The lake is now ten feet higher than normal levels and shows very little sign of receding without help. It is not a natural occurrence; it did not happen before, as Conservation claims, eighty plus year old trees do not lie.

Our entire business, home, livelihood, and much of our infrastructure is in danger of being completely lost, not to mention the eighty plus year old trees already dead, which are irreplaceable, the sand beach, the shoreline, the beauty and serenity of the entire area are in serious jeopardy.

Arch and I are hard working, as are many in today’s world; we are honest, good people. We have owned and operated our business for 13 years; we treat each person, each customer who step through our door with friendliness and respect.

One customer, ‘Tracy’, tells the story of how she needed an item we did not have on our shelf. As The owner, I went to my personal stock and supplied her with what she needed. That meant something to her.

Another repeat customer, ‘Jan’, says the reason they keep returning is because it feels like family, that we treat everyone like family.

We fix flat tires, let people use our business phone as there is no land line and cell service is intermittent, we’ve closed our store to find or help people with emergences, we lend out tools, booster cables, etc., to complete strangers on the faith that they will return it. We do it because we care; it’s just the type of people we are.

The point we are trying to make is this all means something, we mean something. We should matter, our business should matter, what the people need should matter.

Many people say if it wasn’t for us there would be far less visitors to the Park simply because of the questions we answer, the help and guidance we provide to campers due to the sporadic hours of the Park Office at Blue Lake Campground. We sell $30 to $40 thousand dollars in a six month season of fishing licences and vehicle permits for MB Conservation and the Province.

The disastrous state of East and West Blue Lakes needs to be addressed. When previous visitors return after a few years absence and are not sure they have arrived to the correct area, there is something seriously wrong. Their memory and the present devastation just do not make sense.

The dead and dying trees, the eyesore of the stones leading up to the beach, the lack of a sand beach due to the fact that one hundred feet of beach is in the water, the weeds along the shoreline encroaching on the beach are disgusting and an eyesore, the ice cold water pumping into the middle of the swim area, the ditches are full of water, weeds and bulrushes. The fact that our store is sinking into the ground, which has been surrounded by water for three years, the collapse of our holding tank that has caused the closure of our restaurant and our laundry facilities, the inability to use our washroom in the store, the structural damage to our rental cabins, and the possible, impending damage to our new home are all issues in existence as we write this letter. This forgotten area of the Park has many other issues that need to be addressed, areas that are suffering but there are just too many to list.

The Province and MB Conservation refuse to lower the lake level, stating that they are not allowed to manipulate lake levels on a recreational lake but it is done at Child’s Lake, a mere 19 kms away from East Blue. It has been stated by Conservation that it is not part of their water management strategy to manage the water. For emergency situations, such as this, make a change to the policy as they so often do when the need benefits them.

They are spending 100’s of thousands of dollars for upgrades in the campground, which is great, but when the two main attractions in a remote area are a store and a beach that may no longer exist, who will utilize the campground.

They are building a $250,000 bunkhouse for Park Patrol and Park staff to entice people to seek employment here.  There won’t be a need for employees if the two main attractions do not exist, there won’t be anyone here.

Lake St. Martin and Spruce Woods are receiving millions of dollars for flood proofing, to protect homes and businesses, which is needed and we don’t begrudge the fact that they are getting badly needed help. Five million dollars have been allocated to repair the seawall at Winnipeg Beach to protect the shoreline, homes and businesses for something that happened only a few months ago. We have been in desperate need of help for five long years, one year longer than Lake St. Martin and Spruce Woods.

We need help, we need public support, an outspoken protest by groups such as Idle No More, or the aboriginal chiefs who’s agendas are often about the land, the lakes and the trees, we need fundraising, we need legal advice with regards to the decimation of our ‘Quiet Enjoyment’, we need TV coverage, a reporter who isn`t afraid of Conservation or the Province. Where are Minister of Tourism, Travel MB and Dept. Of Fisheries, who should be involved as well? We need help.

We have been lied to, bullied, shunned, threatened, discriminated against, and manipulated by the very people, the landlords of our crown leased land who have ruined our “quiet enjoyment” for five long years. Every person who prefers this type of serene, quiet, non-commercialized setting is being discriminated against when it comes to the allocation of financial funding. The money goes where the people go, not according to the fact that we all are tax payers. If this very same disaster happened in the most popular Provincial Parks, it would have been repaired and protected years ago.

We have been emotionally, mentally physically and financially affected by this on-going disaster for five years. There is not a day that goes by no matter where we are in this world that we are not affected by this. We are flood victims.
